The North Augusta City Council on Monday reviewed Resolution 2026-29, which would authorize a construction contract for the city's 2026 street-resurfacing program.
Jim Clifford, the city administrator, told council the program combines roughly $300,000 a year from the county transportation committee (CTC) with capital-project sales tax (CPSD4) funds to stretch resurfacing capacity. He said the city received two competitive bids and that the apparent low bidder listed in the packet is Steve Paving; staff will include a full list of roads and bid numbers in Friday's council packet.
Tom Caesar, the engineering and public works director, said the resurfacing contract includes a completion deadline of Nov. 30, 2026. Clifford and staff clarified that Bolan Road is excluded from this resurfacing action because it requires additional engineering and will be handled in a separate council action.
Council members raised a minor discrepancy in the bid packet's name/math display; staff acknowledged the typo and said they will brief the full item at the regular meeting packet. Clifford characterized the planned contract as a not-to-exceed authorization tied to the combined funding streams, allowing work to begin under the contract schedule once executed.
No formal vote on Resolution 2026-29 was recorded in the study session; staff indicated the item will appear on the council meeting agenda next week with full packet documentation and the list of roads to be resurfaced.
The council will consider the resolution and contract at the upcoming regular meeting; staff said the council packet will include the complete bid and roads list.
