The council awarded the 10th Street reconstruction contract (Lepier Avenue to Black River) to Raymond Excavating for $1,948,313 after a motion and support; the council's roll call recorded unanimous approval. Council members noted the work will replace the intersection and is intended to address a frequently troubled crossing.
Council also approved a second addendum to the agreement with St. Clair County clarifying equipment and network responsibilities and allowing quarterly billing for the city’s connection to the county network; staff described the measure as a housekeeping action.
Separately, the council approved a resolution authorizing an agreement with a parade company to construct a city parade float at a listed price of $38,000. Council members and the DDA director described private donor commitments and said grant funds and private donations will be used to pay for the float; the mover said no taxpayer money would be used. The motion passed on roll call (one council member recorded a 'no').
The council also approved routine consent items including grant submissions and assessments. Staff did not announce specific construction start dates for the 10th Street project during the meeting.
