San Luis council approves equipment purchases, construction contracts and environmental studies

The San Luis City Council on May 13 approved a set of procurement and construction actions intended to support public safety, city facilities and roadway projects.
Fire Chief Angel Ramirez asked the council to approve a budgeted, sole-source purchase of a ZO cardiac monitor to outfit a rapid response vehicle. "We use this equipment probably on every single call," Ramirez said. Council approved the purchase for $53,917.70.
Council awarded a contract to Maro Development (lowest bidder) to install electrical service and an exhaust system for the San Luis Business Center storage area. The award was presented at $104,464.50; staff stressed the work addresses safety issues by adding lighting and ventilation to a roughly 20,000-square-foot storage area.
City Engineer Thomas Sanchez recommended awarding a contract to DP Construction to repair subsidence on Main Street south of Lake Drive. The contract amount presented was $371,800, with approximately $200,000 budgeted in the current fiscal year and the balance requested for next fiscal year; council approved the contract.
Sanchez also presented a professional services contract with Kimley-Horn and Associates for environmental studies related to the 10th Avenue widening project, including cultural resources surveys and flat-tailed horned lizard protocol work. The contract amount is $89,500; staff estimated about four months to complete the studies after notice to proceed.
Council handled a pair of ADOT-related items: they approved Amendment No. 1 to the IGA for the US 95 raised median project (reducing the project limits to keep the work within federal HSIP funding) and approved $37,456 in additional funding to cover ADOT administrative fees and right-of-way and environmental clearances for the Los Alamos Street curve realignment project.
City Manager Jenny Torres presented the employment contract for the city magistrate and council voted to appoint Amanda M. Wellington and approve the proposed contract, which included negotiated changes to retirement and salary.
All procurement and contract motions passed without recorded opposition. Council continued two land-use items (Kibri Town Homes minor amendment and rezoning) at the applicant's request to the August 12, 2026 regular meeting.
