Dr. Rogers said the joint proposal from Propel New York is now public and the district will evaluate whether it addresses three board concerns identified a year earlier: the safety of the proposed technology, disruption to school operations during long construction periods, and whether the public will receive tangible monetary benefit. No decision has been made; the public review portion of the process is underway.
District construction manager Elite Construction and H2M Architects reported on completed and planned projects: a new bus loop at South Grove, a high‑school testing‑center addition, partial roof replacements, a guidance and wellness center in progress and the HBT field reconstruction with a six‑lane track, synthetic turf and related amenities. Soil testing on the HBT field identified impacted soils consistent with prior farmland use; consultants advised the material is not hazardous to human health but recommended removal and off‑site disposal as a cautious remedy. District officials said removing the soils will add cost but reduce future uncertainty.
Presenters also said several classroom and gym additions remain delayed by extended state Education Department review; the state requested enrollment justification for multiple paired elementary projects before issuing aid permits, which pushed anticipated assembly work into a later construction season. Officials said the design work continues and that the district has prioritized minimizing disruption, adding ADA parking to new gyms and coordinating electrical shutdowns with contingency generators where necessary.
On routine business the board approved treasurer reports, appropriation adjustments, staff changes, stipends and hourly rates, special education recommendations, contracts, donations and disposal of surplus materials. The board took a motion to extend the superintendent’s employment agreement and Dr. Thomas Rogers subsequently took the oath of office on stage. Those motions were called, seconded and approved with no opposition recorded in the meeting transcript.
The board said it will return to the Propel New York proposal and the HBT remediation plan as the public and regulatory processes progress.
