Val Savore, Kandiyohi County Assessor, briefed commissioners on property valuations, workload and the appeals process during the March 17 meeting. Savore said the county has 29,559 parcels and provided a breakdown of market value by class: roughly 44% residential, 36.9% agricultural, about 10.4% seasonal, and about 8.7% commercial/industrial and apartments.
Savore described the state‑mandated sales‑ratio process that guides value changes, noting assessors must keep agricultural ratio averages roughly between 90% and 105% and that the state reviews and mandates corrections when ratios fall outside those bounds. He described the office’s sales processing (several hundred sales were processed this year with many rejected under state rules for reasons such as estate or foreclosure sales) and reported new construction figures the office recorded for the year.
On timing, Savore clarified valuation notices to taxpayers will arrive in the next week and that the notices reflect 2026 values for taxes payable in 2027. He outlined the appeal flow: property owners should first contact the assessor’s office and request a property viewing, then take remaining concerns to the local board of appeal and, if still unsatisfied, to the county board and ultimately tax court.
Commissioners asked about the number of assessors, inspection rotations (a five‑year cycle with about 20% of parcels reviewed annually), and how building permits are inspected. Savore said the county now performs assessing for the whole county, including the city of Willmar, after the city assessment office was consolidated with the county in recent years.
