Virginia Beach School Board votes to recess into closed session to discuss personnel, student and contract matters

The Virginia Beach School Board voted to recess into a closed session during its administrative workshop after Vice Chair Williams moved (seconded by Miss Dwire) to convene under the exemptions in the Code of Virginia governing closed meetings.
The motion listed specific exemptions under Code of Virginia §2.2-3711(A), including: discussion or interviews of prospective candidates and personnel matters; admission and disciplinary matters involving students; consultation with legal counsel on probable or actual litigation and pending litigation; security briefings related to terrorist activity or cyber threats; and discussion of the award of public contracts where open discussion could affect bargaining positions. The motion also named agenda subitems including an appointment of citizen members to advisory committees effective July 1, 2026 and a Princess Anne High School CIP project/ RFQ for owner agent and design/build status.
The board recorded "nine ayes" when the vote to go into closed session passed. Following the closed session, a separate motion to certify that only lawfully exempted matters were discussed (per Code of Virginia §2.2-3712) was made by Miss Melnik, seconded by Dr. Green, and passed on the same recorded tally.
Chair Kathleen Brown recessed the workshop for a dinner break and said the board would reconvene its formal session at 6 p.m.
