Staff told commissioners that the Victor Improvement Club’s lease for the pump station parcel will soon expire and that the club favors outright sale of the parcel. Public Works staff and commissioners said acquisition of just the parcel the pump sits on would give the county permanent control and avoid repeated lease negotiations and potential reversionary complications in the deed.
Staff said club members have a different valuation in mind than county appraisals; commissioners and staff agreed to pursue an appraisal and have the county attorney review a deed clause that appears to create reversionary rights to the original grantor if the club ceases to exist. Staff noted a possible path is an agreed taking that would remove reversionary rights; another option is to acquire the full parcel and lease back to the club, though that would increase cost and require a formal appraisal.
Commissioners asked staff to focus first on acquiring the minimal parcel needed and to loop in the county attorney (Tim) for legal options. No purchase decision or appropriation was made today; staff will return with appraisal results and legal recommendations.
