The Policy Committee reviewed proposed revisions to Board bylaw 9321 on May 12 that are intended to align the district’s bylaw with recent statutory changes concerning public access and remote participation.
"The revision authorizes electronic participation allowing boards to conduct meetings in person, fully remote or hybrid formats," the presenter said, describing the updated quorum, notice and conferencing provisions. The presenter noted the bylaw would require specific notice language on agendas, directions for public access, and that all votes be taken by roll call.
The revisions also include contingency procedures intended to protect quorum integrity: if a remote connection necessary for a quorum is lost the meeting must be suspended. Committee members did not raise substantive objections during the discussion.
The presenter said the proposals will be included in the Instructional Committee packet on May 18 and in the Board packet the next day for full board consideration.
