Council files two litigation reports, approves water bonds and adopts travel policy
Summary

The Sheboygan Common Council approved several procedural items and took three substantive votes during the meeting.
In the public-records and litigation portion of the agenda, the council received Report No. 57 (26/27) documenting that El Rancho LLC served the city with a summons and complaint concerning denial of an alcohol-license application; the council voted to receive and place the report on file. The council also received notice of a mortgage foreclosure action, US Bank National Association v. Diane D. Hutzel, and voted to file the notice for the city’s records.
On a substantive financial item, the council adopted Resolution No. 14 (26/27) authorizing the issuance and sale of up to the amount read in the draft (2,971,000.943) in water utility revenue bonds, series 2026, and approved related financial assistance documents to support the water utility’s lead abatement program; staff noted the item was preliminary authorization and that utility representatives would be present at the council meeting for additional questions.
The council also adopted Resolution No. 15 (26/27) to revise and clarify the city’s travel expense policy, expanding guidance formerly in the financial policy handbook. Staff said the travel policy was reviewed with department heads and reflects a desire to provide clearer direction to employees and supervisors.
Earlier in the meeting the council approved the minutes of the April 13 meeting and completed routine filings for agenda reports. With no further business the council adjourned.
