HIALEAH — The Hialeah Planning and Zoning Board on May 13 approved a future land-use amendment and companion rezoning for property at 2295 West 4th Court, clearing the way for a three-story multifamily building that would use the maximum number of units allowed under the requested medium-density designation.
Staff described the lot as approximately 6,250 square feet (originally platted in 1924) and recommended the amendment and rezoning from commercial to medium-density residential and from C2 commercial to an R3 multifamily district, finding the proposal compatible with surrounding uses. Staff also noted the sanitary sewer pump station serving the property is under a conditional moratorium; Miami‑Dade County Department of Environmental Resources Management is expected to review any allocation and the project will require water/sewer approvals and a site plan and concurrency review before permits are issued.
Alexis Gonzalez, the applicant’s representative, told the board the developer’s “initial objective is to sell” the units but said a final decision to offer units for sale or rent had not been made. A resident who spoke during public comment urged the board to favor sale units to promote homeownership in the Seola neighborhood.
The proposed plan would allow up to three residential units on the parcel under the medium-density designation; the applicant’s submission also shows seven parking spaces and a trash room that staff said meet the code requirements subject to final site‑plan review. Staff recommended approval with conditions including compliance with the March 10, 2026 plans, required approvals from the Hialeah water and sewer division and Miami‑Dade County DERM related to the pump‑station moratorium, and street‑department sign‑off on sidewalk/driveway modifications.
After the presentation and brief public comment, a motion to approve passed. The board recorded an affirmative vote and approved the land‑use amendment and rezoning with the staff conditions. The board’s recommendation will be forwarded to the City Council for a scheduled hearing on May 26, 2026; final building permits remain contingent on the utility and concurrency reviews.
