Several public commenters addressed the board about working conditions and contract timing affecting Bellwood Elementary staff. Rob Hamill, president of the Chesterfield Education Association, said a 2017 HR change that altered contract start dates created an effective pay gap for Bellwood staff and asked the board to override the superintendent and restore a July 1 start date. "We ask you to fix this problem and make the staff of Bellwood whole," he told the board, saying neither of the employer’s proposed salary options was adequate for many support staff.
Teachers who spoke urged immediate steps to improve school climate and retain staff. Jackie Bames said disruptive behavior without meaningful consequences is driving teachers away and called for "clear red lines," stronger administrative authority for removals and suspensions, a hardware-based phone policy instead of an honor system, and reduced class-size caps where enrollment exceeds 28 to 30 students. Christina Conpsion echoed concerns about a pay gap, saying the county bonus will not make up for an effective 8% reduction in annual pay if contract dates change. Commenters asked the board to act to preserve pay stability and support staffing and safety; no formal reversal or personnel action occurred during the meeting.
