Preschool owner asks planning commission to require an 8‑foot fence at Union Depot site

Cindy Cromwell, owner of Little Bears preschool, spoke during the open discussion at the May 4, 2026 meeting of the Bar Planning Commission to press for safety measures near the planned Union Depot First Edition development.
Cromwell said she wanted to confirm that the master plan and subsequent site work would include a buffer and an eight‑foot fence to protect children from a detention ditch on the site. "My main concern is of course Little Bears because I own Little Bears preschool and I just want to make sure that it's still in there that they're putting in the buffer zone that they're also going to put in an 8ft fence to make sure that the children are safe," Cromwell said.
The chair and staff responded that the master plan is an outline approval and that final decisions about fencing and detailed design will be addressed by the design review commission during site plan review. Mark Matthews of Grant & Company affirmed during the discussion that the plan remains in place and that the team intends to follow through with the items they had committed to: "So, we're going to do everything we've said we're going to do," he said.
The commission did not make a formal decision on fencing at this meeting; staff and the applicant indicated those details will be handled during subsequent design review.
