City staff opened the public hearing and presented the proposed budget, describing a 37.33% decrease from the prior year driven largely by the completion of major capital projects. The staff presentation noted $4,383,749 in operating expenditures, $2,35415 in capital expenditures, and $969,959 in debt service. Staff also proposed a 10% increase to water and sewer rates and a 5% across-the-board salary increase for employees; no property tax rate change was proposed.
The presentation listed several major initiatives planned for the coming year, including purchase and implementation of a new water meter system (estimated about $1.5 million) and water-line work to connect a new water tower to the existing system (estimated $700,000–$800,000). Staff reported roughly $3 million in cash across funds but noted much of that is restricted by fund purpose. Officials discussed recent unbudgeted sewer-line collapses that cost roughly $270,000 and grant reimbursements that will be handled through budget amendments if awarded.
No members of the public spoke during the hearing. Councilmember motions to close the hearing and to adopt the budget and approve Resolution 8-2026 (adopting the operating budget in the amount of $7,389,158) passed by voice vote, recorded as Mayor yes, Sarah yes, Jason yes and Veronica yes.
The budget approval also authorizes planned capital and operating work tied to several grants and projects; staff said specific grant awards will be added via amendments when those funds are formally received.
