The Goodland City Commission voted to direct staff to schedule a public hearing on an industrial revenue bond (IRB) for a proposed grain mill project in the city’s industrial park.
City staff told commissioners the IRB would allow the developer to seek sales-tax exemptions on equipment purchases as part of an economic-incentive package. Staff said the developer would pay for a required cost-benefit analysis that must be completed before the bonds may be issued under Kansas statute 12-740. The packet proposed holding the hearing at the next commission meeting on May 18.
Supporters at the meeting said the project could bring more than 100 jobs and generate new tax revenue once operational. Commissioners expressed general support for moving the IRB process forward to gather full documentation and public input before any final action.
The commission’s direction was procedural only: staff will post the public‑hearing notice, collect the developer's cost‑benefit analysis and present the IRB documentation at the hearing. No IRB was approved at the meeting.
Next steps: staff will publish the public‑hearing date and materials for review; commissioners expected additional information from the bond attorney and the developer before any ordinance authorizing bond issuance is considered.
