Gordon County planning commission recommends Dollar General rezoning for Calhoun site amid neighbor opposition

On March 9, 2026 the Gordon County Planning Commission recommended approval of rezoning application RZ-2026-005 from R-3 to C-H to allow construction of a 10,640 square-foot Dollar General retail store on a 9.24-acre tract on Highway 53 Spur in Calhoun. The commission s recommendation to the Board of Commissioners passed 3-1 with one abstention.
HibbyMo Properties representative Mark Momon told the commission his company intends to purchase 2.94 acres of the 9.24-acre tract for the store while the current owner, identified in the record as JJNA, would retain the remaining land. Adjoining property owners Brittney and Troy Smith spoke in opposition, listing concerns that included decreased property values, stormwater run-off, safety and traffic risks, noise, lighting and the impact of delivery trucks.
Momon said the site is not in a flood zone, that a hydrology study was completed, and that the project would include a retention pond and additional landscaping to create a buffer. He also said lighting at the store is designed to shut off at 10:00 p.m. and that a deceleration lane would be installed to address traffic safety.
Dianne Kirby moved to recommend approval; Randy Rule seconded. Jerry Lovelace voted with the motion, Thomas Schwartz opposed and Tommy Hibberts abstained. The commission recorded the recommendation and forwarded it to the Board of Commissioners for final action.
The vote means the Board of Commissioners will consider the rezoning request at a future meeting; the commission s role was to make a recommendation based on the application and public comments recorded at this hearing.
