North Ogden ends Penny Software trial, staff to explore Revise AI chatbot

The North Ogden City Council voted to end a no-cost trial of Penny Software and directed staff to consider an AI chatbot option provided by the city’s current website vendor, Revise.

Staff presenters described two approaches: continue the free Penny Software trial or adopt an AI chatbot integrated into the existing Revise website. Staff and the city’s website team reported that Penny’s model would likely require duplicating social media posts, events and documents into a separate Penny portal, increasing staff workload. By contrast, Revise’s chatbot integrates directly with the city website, preserves existing workflows and would not require maintaining two public platforms.

Cost comparisons were discussed only in approximate terms. Staff reported an annual cost estimate for Revise of about $4,500; Penny representatives had earlier suggested a per‑resident figure (roughly $1–$2 per resident), which staff noted varied in follow-up communications. Council members raised concerns about duplication of work, short‑term gap coverage and whether a limited trial of Revise might be available. Staff said there is not currently a trial option for Revise but that the city could pursue a contract in the next budget cycle if council wanted.

Council Member Pulver moved to notify Penny Software that the city will end its free trial effective immediately; the motion was seconded and passed by roll call with Council Members Dalpaz, Carney, Watson and Pulver voting yes. Council directed staff to consider Revise as part of the next budget cycle.
