North Ogden adopts ordinance tightening rules for massage businesses

North Ogden’s City Council unanimously adopted Ordinance 2026‑07 to establish new local regulations for massage establishments in commercial zones.
Scott Hes, community and economic development director, said the ordinance follows a temporary land‑use regulation the council adopted in October 2025 and recommendations from the Planning Commission. The ordinance requires massage therapists to be licensed under Utah Code Title 58, Chapter 47B; it requires products used in massage or related services to be made available for sale by the business; and it requires 100% transparent storefront glazing except for approved signage so storefronts remain visible to the public.
"We wanted it to be simple," Hes said, describing the code updates as an effort to protect residents, legitimate businesses and public safety while avoiding undue burdens on compliant operators. Chief Ein (public safety) reviewed the measures with planning staff and supported the approach to reduce the risk of illicit or exploitative operations, Hes added.
Council Member Carney moved to approve Ordinance 2026‑07 and Council Member Pulver seconded; the ordinance passed by roll call, 4–0.
The change returns massage establishments to permitted status in commercial zones while adding licensing and transparency requirements; new businesses will be reviewed at the time of business license application for compliance with the glazing and licensing requirements.
