Raymore City Council approved the first reading of Bill 4033, awarding a $137,628 contract to Heartland Sign and Lighting to install two outdoor digital displays: a one-sided sign at Recreation Park’s roundabout and a two-sided sign at the Hawkidge Park parking-island location.
Staff said Heartland was the lowest and most responsive bidder following a January solicitation; the parks and communications departments worked with the company on sign designs last year. The park board has adopted a policy that limits content to city services, programs and events and reserves the ability for the communications and police departments to take over the boards for emergency public-service announcements. The park board voted against selling commercial advertising on the new signs at this time; staff said the board may revisit the policy after the signs are in operation.
Council asked about impact protection and wind ratings; a Heartland representative said the displays include protective layers and cabinets designed to withstand weather and impacts within typical product specifications. Staff noted the city will carry insurance and manufacturers’ warranties will apply. The first reading passed unanimously, 8–0.
