The Parks Commission discussed potential city littering and related enforcement measures on May 11, focusing on two problems: general park and roadside litter and unsecured commercial/construction loads that have been reported by residents.
Staff said they had reviewed Milwaukee's Chapter 47 material as an example and agreed to extract applicable provisions to propose city language. Commissioners emphasized that any new ordinance must be enforceable by the Franklin Police Department (PD) and fit PD's citation systems (Unified Traffic Citation vs. a city-ordinance ticket). "How it gets implemented" was a repeated concern; commissioners asked staff to coordinate with the PD and the city attorney to ensure the chosen enforcement code can be entered in officers' citation systems.
Members also reported continued problems with construction sites and open dumpsters (plastic and erosion-control netting blowing onto streets), and said they had sent an earlier letter to waste-management companies with little response. Commissioners requested staff draft a follow-up letter to waste haulers and consider sending courtesy notifications to the state patrol or DOT for commercial trucks on state routes.
Staff will return with a draft ordinance excerpted from chapter 47 and a recommended enforcement pathway and will consult PD about citation implementation and any fee schedules.
