The Utility Service Board for Lawrence City voted on May 12, 2026 to approve a series of contract actions, schedule changes and customer adjustments after a staff report on ongoing sewer-capacity work and related land needs, the board chair said.
Board members unanimously approved a one-year renewal agreement with Uni Solutions/CityBase to maintain the payment kiosk at the Lawrence City government center. The board also approved amendment #1 to American Structure Point, a not-to-exceed $34,588 agreement for land-acquisition services tied to a wet-weather storage basin on Oakland Road required under the city's AOC and EPA corrective-action requirements.
Members approved change order #1 for the Fort Harrison Sanitary Sewer Collection System Capacity Improvements Project (Phase 3) to extend contract times, setting substantial completion to Feb. 5, 2026 and final completion to May 22, 2026. The board also approved amendment #4 to Clark Dietz, Inc., for additional inspection services on the Shaftner Road portion of Phase 3, for an amount described in the staff report as under $11,400.
The board granted a parking license to Clayton Properties Group, Inc., doing business as Arbor Homes, allowing up to five parking spaces in the north lot at 9201 Harrison Park Court for the developer's corporate meetings on Mondays and Fridays. During the voice vote the chair noted one opposed voice was recorded.
The board approved three sanitary-sewer account adjustments: $563.90 for 5016 Leone Drive (slab leak), $2,917.02 for 7952 Elamosa Lane (multiple under-slab leaks; staff flagged this as above the $1,000 threshold), and $499.94 for 10121 Plum Tree Drive (service-line leak). Staff had previously sent claims and the April 28 meeting minutes to members by email; those items and the payment of claims were also approved earlier in the meeting.
No ratepayer remonstrations were presented, and no citizens addressed the board during the public-comment period. The meeting adjourned after the board completed its votes.
The actions approved on May 12 will proceed under the terms and timelines described in staff materials; the board did not record further administrative directions in the meeting transcript.
