Board approves four trade packages for Northfield High School reimagining after bid shortfalls

The Northfield Public School Board approved awards for four trade packages on April 6 as the district confronts higher-than-expected construction bids for its Reimagined Northfield High School project. The district and its design and construction partners said bid day on March 26 yielded 77 bids across 23 packages but produced limited competition in several scopes and prices that pushed some packages well above estimates.

Consultants from Wold Architects and Knutson Construction told the board that while most packages landed near expectations, a handful — notably mechanical, steel and masonry-related packages — were “significantly over budget,” and overall bidding trends were about 20% higher than project estimates. "We opened up 77 bids over 23 separate bid packages," Sal Bagley said, adding that some scopes only received one or two bids. Knutson noted market pressures, including doubled trucking fuel costs and volatile steel pricing, as key drivers of increases.

The district recommended awarding four packages that it described as mission-critical to preserve the project schedule: concrete/precast, roofing, electrical/geothermal (reported as candidates for near-term award), and earthwork and utilities. The memorandum posted with the agenda shows package contracts at a total award amount of $26,523,160. "These four packages are definitely on the critical path to maintain our schedule overall," a Knutson representative told the board.

Board members and staff discussed mitigation strategies including rebidding certain scopes, adjusting design details, and re-sequencing work to attract more bidders (for example, separating steel supply from installation so different firms could bid competitively). Superintendent Dr. Hillman and project partners said the district will pursue a mix of re-bidding and targeted design adjustments while protecting core funding sources. "We are looking at re-bidding some of these pieces, looking at design changes, and we have about $4 million in interest earnings from a prior bond sale that could be used to protect the project," Dr. Hillman said, emphasizing the district will not use unrestricted general fund dollars for the work.

After questions from board members about bid advertising, bidder outreach, and bid-hold windows (bid documents requested bidders to hold pricing for 60 days), the board moved and approved the recommended awards by voice vote. The motion passed with the chair announcing the vote. The district said additional trade packages may be recommended for award in coming weeks as further vetting concludes.
