Shelton council adopts comprehensive plan update and supplemental budget; several items moved to May 5 action agenda

Shelton’s City Council adopted the city’s updated comprehensive plan and approved a supplemental 2026 budget during its April 21 meeting, while directing staff to pursue several technical contracts and studies for infrastructure and environmental work.
The council unanimously approved Ordinance 2038-1025, the city’s comprehensive plan update that includes a new climate change and resiliency element and authorizes staff to submit the final document to the state for review. Senior planner Jason Dose told the council the plan reflects required state updates and noted follow-up code amendments — on topics such as accessory dwelling units and utility rates — are expected over the next 6 to 12 months.
The council also adopted Ordinance 2040-326, a supplemental 2026 budget that adds roughly $358,000 including funds for two full-time positions (HR and public works engineering administration) and about $260,000 to complete preliminary design for the Mountain View pressure zone reservoir, Finance Director Terry Schnitzer said.
Several other items were moved to the council’s May 5 action agenda for final authorization. The council voted to forward resolutions that update Local Government Investment Pool signing authority (Resolution 1432-0326) and to place consultant work orders for the Upper Angleside pressure zone improvement project (Resolution 1433-0326) and the Bootill supplemental site investigation (Resolution 1434-0426) on the May 5 agenda for further consideration. Those motions were made by Mayor Sherman and carried by voice vote.

Mayor Sherman and council members thanked staff for lengthy work on the comp plan, and finance staff emphasized favorable early-year variances in revenues and expenditures. The meeting concluded with a city-manager update on completed streetscape work on Railroad Avenue and plans for tree watering and follow-up repairs.
