Roanoke council approves fee compendium, endorses CIP update and adopts pay plan

Roanoke City Council on May 11 approved several ordinances and a resolution that accompany the FY27 budget adoption: an electronic fee compendium for FY2627, an endorsement of the updated capital improvement program (FY27—2031), and a pay plan establishing salary adjustments effective July 1, 2026.

Council approved the fee compendium, noting the only change to the schedule concerns a fee for the Eureka Center multipurpose room, which will be added to the director of finances electronic fee schedule. The ordinance was adopted by roll call without extended debate.

Council then considered a resolution endorsing the capital improvement program update submitted by the city manager for FY27 through FY31. Vice Mayor Steven Terry Magcguire recorded a nay vote on the resolution; the resolution passed on the roll-call vote.

Finally, council adopted an ordinance establishing a pay plan for officers, employees, council-appointed officers and constitutional officers effective July 1, 2026, approving certain salary adjustments, annual pay supplements and monthly stipends for certain board and commission members. The pay-plan ordinance passed on roll call; the broader budget package includes a 2% employee pay increase that council members highlighted as a priority.

All ordinances and the resolution dispense with second readings by title and will be implemented by the appropriate departments; the finance department will maintain the fee compendium and the city manager will oversee CIP implementation and reporting to council.
