Talbot County approves $77,659 contract to redesign county website for ADA compliance and easier access

Talbot County voted May 12 to award a $77,659 contract (via piggyback on a federal GSA contract) to GHD Digital to redesign the county website, county officials said. The current site is more than 10 years old and county staff said the redesign will address accessibility (ADA), mobile responsiveness, improved navigation and content-management workflows.
Tommy Hataway, identified as director of technical services, said the county has until 2028 to meet new local-government accessibility requirements recently extended from 2027, and the current site does not meet those standards. "The current website does not meet those requirements," Hataway said. The selected vendors tools will help staff apply accessibility tags and reduce burden on content publishers, Public Information Officer Sarah Kilman said.
Kilman said the website is an important public-information tool: it recorded 821 individual users on a single prior day and received 88 chatbot questions in the previous 30 days. Council members moved and seconded approval of the contract and the secretary called the roll; the motion passed unanimously.
County staff said the redesign will include accessibility support, multiple languages and tools tailored for government websites and that the contractor focuses on public-sector digital solutions. Implementation and migration timing will be coordinated with departments during the upcoming months.
