Canyon Lake council adopts law-enforcement fee schedule, 8% technology user fee and SB77 disruption policy

The Canyon Lake City Council adopted several fiscal and procedural measures on May 20, 2026: a law‑enforcement fee schedule that mirrors county/sheriff rates, an 8% technology user fee on applicable fee‑based services to recover some IT costs, and a technology disruption/remote participation policy required under recent state legislation.

City staff said the law‑enforcement rates align with those the sheriff uses so the city can recover certain service costs. In a separate study supporting the technology fee, consultant Wilden Financial Services and city staff identified about $183,874 in annual technology costs tied to city services. Full cost recovery would require a fee near 28%, staff said, but the council approved a more moderate 8% user fee to partially offset that expense. Community Development Manager Ruby Manzano explained the study and staff recommendation.

Separately, the council adopted a technology disruption policy to satisfy SB77 (legislative updates to the Brown Act). The policy requires two‑way audiovisual participation (Zoom) for remote participants and directs the city to pause a meeting if an audiovisual disruption occurs until service is restored or the council affirmatively votes to continue after one hour. The clerk and staff noted they will use Zoom alongside existing YouTube streaming to allow remote comment and participation.

Both fee resolutions and the disruption policy passed by unanimous roll call. The technology user fee is scheduled to begin July 1, 2026.
