James (Jim) Rails was sworn in as chief of the newly created Canyon Lake Police Department during the council meeting on May 20, 2026, a milestone the city marked with speeches, a challenge-coin presentation and a public ceremony.
City leaders introduced Rails and recounted his almost three decades with the Riverside County Sheriff’s Office. The city manager and council members praised Rails’ community ties and experience, noting he retired from the sheriff’s office in September 2025 and signed a five-year contract with the city. The manager said Rails’ relationships with regional law enforcement were a significant asset during the department’s startup.
Rails addressed the audience after the oath, expressing appreciation for the council’s confidence and for staff who assisted with the transition. He said the department is bringing in vehicles and top-of-the-line equipment and that staff are being onboarded: “July 5th is the day that we have staff coming on,” he said, adding an initial training window of three to four weeks and an expected operational date in early August. Rails said the city is budgeting for multi-year operations and intends to set up contracts that control costs for the next decade.
Council members and visiting officials attended the ceremony and presented Rails with ceremonial gifts and flowers for his wife, Christy. Deputy Chief Aaliyah administered the oath; audience applause followed the verbal oath line, “I, James Rails, do solemnly swear…,” recited during the ceremony.
The council scheduled additional contract items and a public kickoff for the new department on upcoming agendas. The city manager said staff will coordinate dispatch and other interagency support before the switch to local operations.
