Planning Commission approves beer-and-wine permit for Norwalk Boulevard restaurant

The Planning Commission of the City of Santa Fe Springs voted 5–0 to approve an on-sale beer-and-wine conditional use permit (ASCUP 95) for Tacos La Hueta LLC doing business as Puro Guanatos 100% at 8039 Norwalk Boulevard and adopted Resolution 320-2026.
Administrative intern Peter Wolinga presented the staff report, saying the applicant seeks a Type 41 on-sale beer-and-wine license for a bona fide eating establishment and that all alcohol sales would occur indoors. He told commissioners the restaurant will operate daily from 9:00 a.m. to midnight, maintain secure, employee-only storage for alcoholic beverages, and require a manager on duty, staff training in responsible service and de-escalation, 24/7 surveillance, and submission of a security plan to the Department of Police and Community Services. Wolinga stated that approval is contingent on obtaining an ABC license within one year and that staff found the request consistent with section 155.628 of the city's zoning code and categorically exempt under CEQA section 15301 (existing facilities).
Commissioners asked a single clarifying question to confirm hours and heard that no written or in-person public comment had been received for the item. After a short discussion the commission moved to approve the permit; a roll-call vote recorded five ayes. Staff noted there is a 14-day appeal period for the action.
The approval allows indoor on-site beer and wine service only (no off-site sales and no bar/lounge whose primary purpose is alcohol service). Conditions recorded in Resolution 320-2026 include securing the required ABC license within 12 months, employee training and supervision, camera and alarm systems, secure storage accessible only to staff, and submission of a security plan to police. The commission’s action does not authorize off-site consumption or changes to the restaurant footprint; staff said no significant environmental impacts were anticipated under the cited CEQA exemption.
