Hutchinson County approves contracts, grant consulting, and administrative items

Hutchinson County commissioners approved several administrative contracts and grant-management items and completed routine budget and personnel business during the meeting.
The court approved a content-management agreement with GovTep after staff reported a nonappropriation-of-funds clause was added at county counsel’s request. County counsel and staff said the added clause addresses standard county contracting practice. The court also approved an amendment to an existing Department of Public Safety radio-frequency agreement to extend the contractual term from five to 10 years with no dollar change; staff said the amendment preserves county access to the radio frequencies used by its radio systems.
The court approved an interlocal agreement with the Panhandle Regional Planning Commission (PRPC) to provide project management and consulting for a hazard mitigation grant program; staff said PRPC will handle complex administrative tasks for the grant. Commissioners also authorized Judge Irwin to sign closing documents related to the sale of the old State Highway property to WR Refining after county counsel confirmed title-commitment issues were addressed and final documents were under review.
In other business, the court approved the Sam-Sarah user list for fleet management software, accepted the monthly auditor’s report for the period ending March 31, 2026, approved line-item budget amendments, accepted donations to the county museum, and approved a bond motion for Alen Wells identified in the agenda as County Fire Marshal (the agenda listed a $5,000 bond but the motion recorded at the meeting set the bond at $1,000 and was approved). The court recessed into an executive session under Section 551.076 to deliberate security-device matters and returned with no action taken.
The court directed staff to compile budget calendars and return with materials (including a redlined hangar-rate sheet for airport leases) ahead of the next meeting. No new policy enactments beyond the approved items were adopted at the session.
