Staff noted a planning figure listed in the element that shows Hampstead with a water-supply capacity need of about 50,000 gallons per day. Rourke explained this number is a planning projection based on a methodology that models maximum build-out; he emphasized it is a planning number and not an immediate enforcement action and said Hampstead currently operates well within its appropriation.
Council moved to proceed toward formal consideration and scheduled a public hearing next month; staff committed to circulate a Hammond-focused summary and the full WRE documents for council review prior to the hearing.
