Council approves Smith Marketplace development agreement for South Main site

The council voted to approve a development agreement for Smith Marketplace, a proposed commercial development at roughly 1157 South Main Street, after staff and the applicant reached agreement on three key topics: sign relocation to preserve sightlines, the water system connection approach and a prorated stormwater-impact-fee credit tied to underground storage installed by the developer.
Staff outlined that each pad in the project will be served by an individual meter with water lines extended to Main Street; a private fire loop and associated appurtenances will be installed on the site and the city will own and maintain main water lines in the public right-of-way. The stormwater language in the agreement was revised to permit a partial waiver of impact fees proportionate to onsite underground storage; staff said the exact waiver language would be adjusted in the final agreement to match the approved storage design.
Representatives for Smith (Rick) attended the meeting and said the company hoped to start grading within two weeks and anticipated opening sometime next year. Councilmembers moved and carried the contract acceptance by roll call.
The approved agreement authorizes the applicant to build to the specifications outlined in the document, with city review and standard permit processes to follow. Council and staff noted they would continue to coordinate final engineering details and permit reviews as work proceeds.
