On a single consent motion the council approved the minutes, claims and routine items including the award of the Seventh Street (Arthur to Monroe) 2026 concrete reconstruction contract to RL Team and Construction Incorporated in the amount of $429,262.40, as recommended by the Board of Public Works. The consent agenda also approved listed claims including $321,147.66 in treasury claims and other vendor payments recorded on the agenda.
Council approved a downtown revitalization reimbursement request tied to the city's 2023 grant program. Tobias, a city staff member, explained that reimbursements flow to subrecipients after the city files paperwork with the Nebraska Department of Economic Development; he said the 2023 grant program totaled $350,000, typical awards are targeted near 60% of eligible costs (the program maximum is 75%), and the city intends to process the outstanding reimbursement properly.
The council passed Resolution 7781 (8–0) to accept and execute documents for grant number 3-31-00009-027-2027 to purchase and install navigational equipment at the Beatatric Municipal Airport. It also approved Resolution 7782 (8–0) to transfer downtown revitalization grant obligations from Robert Taylor to 117–123 South Fifth Street LLC (Keenan Koig) and Resolution 7783 (8–0) to release Robert Taylor from the prior obligations once the sale closes. Resolution 7784 (8–0) authorized a supplemental FAA lease agreement extending the term and adding security and equipment prohibitions required by federal policy.
Council approved Resolution 7785 (7–1) to commit to pursuing steps to serve as a conduit issuer for bonds to refinance student housing debt in Lincoln (AF‑18R). Staff said the city would receive an initial payment of roughly $60,000 and two basis points annually on the outstanding balance; the project sponsor offered six scholarships annually to Beatatric residents who live at the facility. Council discussion clarified the scholarships would require annual reapplication and that income-qualification language was intentionally broad to allow flexibility for individual applicants.
All measures passed without extended public opposition on the resolutions themselves. Staff said the city will file required paperwork with state agencies to secure reimbursements and finalize assignments once property transactions close.
