The Greenville County Committee on Finance approved a motion to adopt an ordinance raising the Old Mill Estates Special Tax District tax from 6.7 mills to 10.0 mills, following a presentation by Miss Brown, a district board member and the homeowners association treasurer.
Miss Brown told the committee the board presented the intent to request the increase at a properly noticed meeting on April 8, 2026 and that of the district’s roughly 60 households, 15 attended the meeting and 15 votes were cast in favor with one dissenting vote recorded at the meeting. She described rising recurring costs—primarily electric service billed by Duke Energy for 13 security and street lights—and said Duke Energy billing increased approximately 16% between 2023 and 2025 with a requested additional 9.9% rate increase to be factored into future budgets.
Miss Brown described deferred maintenance and storm-related deterioration (noting Hurricane Helena accelerated deterioration of neighborhood signage) and said the requested millage increase would allow the district to maintain services, address maintenance needs and establish a modest reserve; she estimated the increase would raise about $2,366 annually, which spread across 60 property owners equates to about $39 per owner on average.
