Putnam County Commission approves contracts, budget revisions and multiple payments

The Putnam County Commission approved routine business and a series of fiscal actions at its meeting, including the award of a parking-lot contract and several budget revisions.
The commission voted to accept the register of invoices, prior meeting minutes, personnel and payroll orders and to pay the presented bills by voice vote.
On procurement, the commission awarded the Valley Park parking lot improvement contract to Benchmark Construction. Staff reported one sealed bid: a $146,000 base bid and a $9,475 alternate for a combined total of $155,475. The commission authorized the president to sign required contract documents.
Budget revisions approved included a $20,000 reallocation within Department 716 (animal shelter) moving funds from professional services to materials and supplies; a $5,000 reallocation within Department 439 (planning) moving funds from capital outlay to contracted services; and a $2,500 reallocation within Department 714 (fire service) moving funds from dues and subscriptions to contracted services.
The commission approved multiple payment orders across funds. From the general county fund the commissioners approved checks including $3,500 to West Banko for trustee fees and payments to Pillar Innovations for the Putnam County Emergency Generator Replacement Project and a payment to the Pace Foundation ($4,664.84) for the America 250 mural grant. From the 9117 fund, checks were approved including $143,771 to Allstate Tower Inc. (initial hurricane tower payment), $29,520 for NAS equipment, and $2,500 to Lur Cox Planning and Design LLC for grant administration. A $47,620 payment from the water and sewer fund to Terodon Corporation was approved for design and engineering on the Custer Ridge waterline extension (March 2025–April 2026). The commission approved a $1,950 payment from the opioid settlement fund to Recovery Point of Huntington Inc. for Putnam County beds in April 2026. A TIFF fund payment of $2,926.70 to GI Consultants for construction documents and permitting on the Valley Park project, and a payment to Mountain State Fiber Inc. for payout 15 on the county broadband project were also approved.
All motions were adopted by voice vote; multiple items recorded three affirmative responses on the roll call. No contested roll-call tallies with named votes were recorded in the transcript.
The commission set its next meeting for Tuesday, May 26 at 5:00 p.m. and adjourned.
