The board reviewed a proposed revision to Policy 702.5—Education of Homeless Children and Youth—intended to remove administrative barriers for students experiencing homelessness and to standardize supports districtwide.
Simone Mosley, executive director of the Office of Student Support and Engagement, said the draft aligns CPS practice with the McKinney-Vento framework while shifting to people-centered language and specific operational commitments such as defining "immediate enrollment" as same-day seating. Mosley said the revision would also clarify equitable access to extracurricular activities and create private spaces for confidential Student and Family supports intake.
Mosley cited data showing a peak of 8,461 students in temporary living situations in 2024 and said current counts are closer to 2,300; she added that the revision was developed with partner organizations including the Chicago Coalition for the Homeless and frontline staff. Board members asked technical questions about transportation assistance timing (three school days) and language choices; staff said they would refine phrasing and consider stronger 'shall' language aligned with operations.
What’s next: The board authorized the public comment period. Staff said they will return findings and revised language after public engagement.
