Staff warned a blanket will‑not‑serve could push applicants to on‑site systems that avoid town review and noted that small, affordable developments can be unintentionally blocked by an inflexible response.
Trustees emphasized that annexation should be encouraged as the preferred route for receiving town services, and they supported pursuing an intergovernmental approach with the county to clarify expectations earlier in the county process. Staff will pursue an IGA amendment, coordinate joint guidance with the county, and return with a draft process that balances town infrastructure capacity, annexation priorities and affordable‑housing goals.
