Resident accuses Caroline County of 427-day lapse in meeting minutes; board says minutes are being updated with AI

A Caroline County resident told the Board of Supervisors on May 12 that the county has operated without required written meeting minutes for 427 days, citing Virginia code and the boards own 30-day standard. The complaint prompted public discussion and a staff update.

"For 427 days, this county operated without that essential record," said Nicholas Broen, a Western District resident, who cited Virginia Code section 2.2-3707(H) and 15.2-1411 in his remarks and asked the board for a timeline to produce missing minutes and structural changes to ensure compliance.

In response, Supervisor Reginal Underwood told the board that minutes are being updated and that the county recently began using a new AI platform to help bring the records current. "We're using a new platform, an AI platform to help us update those. So, those should be caught up very shortly," Underwood said.

Board members asked for specifics on when missing minutes would be produced and whether procedures would change to prevent future lapses. The resident requested that the board explain what structural changes will ensure the board's 30-day rule is met going forward.

What happens next: The board and clerk's office are expected to supply a timeline for completion of missing minutes and describe procedural changes to meet the boards rule and state law. The resident said he will remain available to answer questions.
