Board approves master-planning addendum for Marine Science Station; donors covered planning costs

The Citrus County School Board approved Addendum One to the professional services agreement for master planning of the district's Marine Science Station on May 12, concluding a multi-session review of site options and design constraints.

Facilities staff said architects had narrowed feasible locations to three and selected a preferred site adjacent to Fort Island Trail that preserves campus activity during construction. Consultants reported geotechnical challenges (wet soils, flood plain and a high-velocity wind zone) that informed a design approach using elevated construction (piles) and a base floor roughly 16 feet above base flood elevation. The concept includes large classroom space, covered decks and a small covered serving area to host events without a full commercial kitchen, and emphasizes durable materials to minimize repair after storms.

Mr. Olson and Mr. Stokes told the board that private donations collected by a local fundraiser (Carl Olson) and worked through the educational foundation cover the funds needed to complete 100% permit-ready construction drawings. Board members noted community and foundation support and approved the addendum 4-0.

Next steps include completing full civil, structural and permitting drawings, confirming final cost estimates, and continuing fundraising for construction. Staff said if funds are not secured when drawings are complete the district would retain the 100% plans and update them as needed before construction procurement.
