Commission approves three budget amendments and routine consent items

County Manager Justin Mundy presented three budget-ordinance amendments the board approved by voice vote at the May 17 meeting.

Ordinance 26 increases the register of deeds budget to cover state-required payments and reflects revised revenue projections; it also increases funding for JCPC discretionary state awards and the detention center to cover inmate medical bills, which Mr. Mundy said included some large invoices.

Ordinance 27 increases EMS appropriations for medical billing services and retirement expenses tied to additional full-time hours, and transfers funds to cover architect fees for EMS Station 2 and a library paving project. Ordinance 28 increases landfill appropriations to cover tire recycling and disposal expenses. Mr. Mundy stated none of the three amendments require using fund balance.

The board then approved a consent agenda that included routine tax abatements and refunds; JCPC appointments and funding revisions; a resolution opposing modifications to county property tax authority; a year-end fund-balance commitment resolution; an ALS awareness proclamation; renewal of institutional medical and correctional behavioral-health agreements; an interlocal agreement with the town of Taylor tied to Sterling Road condemnation costs; authorization to surplus certain sheriff's office weapons; and several personnel-policy revisions.

All motions on the budget amendments and the consent agenda carried by voice/hand vote; the meeting then recessed to a closed session for contractual and personnel matters under the relevant North Carolina statutes.
