"Some of these buildings where these small businesses are operating are owned by the CRA," Commissioner Fox said, "and the challenges of getting to their business should not be preventing people from visiting them."
The request focused on short-term options for a CRA-owned lot on Fourth Street that business owners have identified as an opportunity for temporary parking while longer-term zoning changes are considered. Commissioner Fox asked the city attorney and planning staff to review possible waivers, temporary uses, or expedited zoning procedures and to meet with business owners and commissioners to develop a timeline. "If we wait another six months, this business might be closed," Fox added, pressing for speed.
Commissioner Warren said a preliminary parking study is not sufficient and urged an "intentional" and urgent policy approach so support is consistent across the neighborhood rather than granted on a case-by-case basis. "I think that we need to be intentional and we need to act with urgency," Warren said, emphasizing a focus on businesses that serve vulnerable populations and on preserving local jobs.
City staff signaled willingness to engage: Mr. Rug told the board he will continue working with the parties involved and proposed returning the related agenda item at a future meeting for fuller review. The city attorney clarified that while a formal motion to postpone was not required by law for the separate agenda item under discussion, the commission could formalize scheduling if it preferred.
No public comment cards were filed for this meeting. Commissioners said they would meet with staff and planning to explore temporary parking and zoning options and to determine next procedural steps. The CRA meeting adjourned at 4:10 p.m.
