Commission approves county sponsorship for state stream-rehab (STRAP) funding, $516,000 allocated

Pamela Bowman, director of the Soil and Water office, asked the Board of Commissioners to sponsor administration of Round 3 STRAP funds for stream and creek debris removal. Bowman said Alexander County requested above the $526,000 program cap but was allotted $516,000 and expects to complete six to eight priority sites, totaling "over 30,000 linear feet" of debris removal depending on bid results.
Bowman explained that STRAP (Streamflow Rehabilitation Assistance Program) funding for disaster-declared counties covers construction costs and allows a county to advance payments for contractors and be reimbursed by the state; she said there is no local match required. She described coordination with the Beaver Management Assistance Program (BMAP) to remove beaver dams in selected sites to reduce bid costs and increase the number of sites the county can complete within the award.
After Bowman’s presentation a commissioner moved to approve county sponsorship of the STRAP funds, a second was voiced and the commission voted in favor by raised hands. The county manager and Soil and Water staff will proceed to obtain landowner agreement forms, sign the state contract when it arrives, and begin a bid process; Bowman said the state contract term runs through December 2028.
The motion carried with no recorded nay votes on the floor; the commission did not specify the exact sites or a final construction schedule pending bids and landowner agreements.
