The Auburn Planning Board deemed the application to convert 249 Marrow Road to an outpatient recovery facility incomplete and continued review to the June meeting because required documentation was missing.
Staff said the applicant supplied supplemental information on patient counts, treatment methods, staffing and security, and recommended conditions of approval (state licensing and building/fire inspections before operation, and twice-yearly meetings with police). However, staff noted the application lacked two required items: a financial‑capacity statement (the applicant said the project is self-funded but did not submit a signed verification) and a map or other verification showing the facility is not within 2,000 feet of a school, church or public playground as required by the city ordinance.
The applicant told the board the project is self-funded and offered to provide a signed statement and a Google-Maps verification of nearby schools, churches and parks by the next day. Board members said financial-capacity and setback verification are part of a complete application and must be submitted for board consideration; one member said staff cannot be expected to certify these items on the applicant’s behalf.
Because of those missing items the board moved to deem the application incomplete and postpone consideration to the June meeting so the applicant can submit the required documentation and any additional requested materials.
