Columbia City Works & Safety: bids opened for Westgate; pump repair, plats and event permits approved

During the bid opening for Westgate Phase 3, the board received multiple contractor submissions and thanked bidders. Staff (Mark) will tabulate the bids and present a recommendation; the board took the bids under advisement and deferred award to the next Board of Works meeting.
On utilities, staff recommended rebuilding a wastewater-treatment-plant pump after a seal failure allowed moisture into the motor; the board approved quote R2026-N124 in the amount presented ($51,296.57) and noted replacement would be costlier than repair. The Johnson Meadows plat was approved with a notation that the recorded plat will include an easement to secure water infrastructure.
The board reviewed financing proposals for a new fire truck and recommended U.S. Bank as the city's financing partner; the matter will proceed to the city council for final action. Staff noted radios for the apparatus have already been purchased and financing documents in the packet describe quarterly payment schedules.
The board also approved street-closing permits for the farmers market, the Memorial Day parade (May 25) and the annual Show & Shine car show (approval for the car show carried a condition that event organizers notify neighbors in advance). Multiple right-of-way and street-cut permits for internet and sidewalk work were approved with an advisory to avoid lane closures at school start and end times.
Financial business included approval of accounts payable and EFT batches and overtime payroll items presented at the meeting (staff cited an EFT batch of $416,655 and overtime amounts reported as $276,124.78 and $10,911, totaling $287,356 for overtime). All motions were approved by voice vote with unanimous support recorded in the meeting transcript.
Staff also provided project updates: a certificate of occupancy was issued for an unnamed building, the commission approved a primary plat for a proposed apartment complex tentatively called Eagle Landing (additional steps remain), and staff discussed amphitheater funding, a redevelopment-commission jail proposal (denied; 30-day quiet period), parks tournament planning and America 250 event preparations, including banner installations and a July 4 time-capsule retrieval project.
Most items were routine approvals or project updates; the board adjourned after closing the public-comment period and hearing no final audience remarks.
