Greenlee County board approves ADOT taxiway grant, chip-seal IGA with Duncan and SRS fund distribution

The Greenlee County Board of Supervisors on May 12 approved a package of infrastructure and funding actions, including accepting a state airport grant, authorizing public-works procurement, approving an intergovernmental chip-seal agreement and adopting a distribution formula for Secure Rural Schools (SRS) funds.
Airport grant: County Engineer Reed Larson described an Arizona Department of Transportation Airport Pavement Management System (APMS) grant that would repave portions of the county airport taxiway. Larson said the total project cost is approximately $1.6 million; ADOT will pay 100% of design and construction administration and is proposing to cover 95% of construction costs. "Our local share would be right at $82,000," Larson said, noting ADOT proposed a 5% match and that ADOT would cover design and administration work. The board moved and approved acceptance of the APMS grant with a local match not to exceed $82,000.
Public works procurement and bidding: The board authorized staff to solicit quotes or bids to supply and install chain-link fencing at the new public works facility to separate public spaces from work areas and employee parking. Separately, staff described shifting to a consolidated general-contractor approach for the interior buildout of the new public works building using a performance specification; the board approved going out to bid on that interior buildout.
Chip-seal IGA with Duncan: County Administrator Derek Rapier presented an intergovernmental agreement with the Town of Duncan to chip-seal identified town streets. Rapier said the town will perform preparatory work and reimburse the county at the FEMA recovery rate plus employee-related costs; the estimated line-item cost is about $71,000 and the town will cover any cost overruns from an available grant. The board approved entering the IGA by voice vote.
Secure Rural Schools funds: Rapier also presented the FY26 Secure Rural Schools (SRS) distribution. The board approved distributing $648,275.71 in SRS funds under the county's customary formula with a nominal county retention. The motion recorded allocations in the meeting record specifying amounts to local districts and the county road fund. The board approved the distribution by voice vote.
Votes and next steps: All motions noted above passed by voice vote with supervisors indicating unanimous support during the meeting. Reed Larson and county staff said ADOT will fund design and construction administration, and the county's next steps include finalizing grant paperwork, soliciting bids for fencing and interior buildout, and preparing the IGA with Duncan for execution.
