Researchers report sweeping and repeated cleaning shrink bacteria in Park View Canal samples but caution more work is needed

University of Miami researchers and city engineers told Miami Beach commissioners the Park View Canal contamination problem is primarily surface‑driven and that intensified street and sidewalk cleaning reduces bacterial runoff — but not yet to the levels needed for open‑water public‑health standards.
Dr. Solo Gabrielle of the University of Miami described a pilot that compared no cleaning, sweeping alone and sweeping plus UV treatment along selected segments of 73rd Street. Researchers measured bacteria removed by industrial street sweepers (about 63,000 bacteria per sq. ft.) and by manual sidewalk sweeping (about 44,000 per sq. ft.) in the pilot. Repeated sweeping and combined UV treatment produced a four‑fold reduction on streets and up to an approximate 80% reduction overall in the experiment, Gabrielle said, but stressed the study could not reach the 99.9% reduction needed to meet an aggressive MPN target for bathing beaches.
"Repetition of the treatment cleaning over and over again is helpful," Gabrielle said, noting that on‑going street sweeping remains a key tool but that UV technology used in the pilot was designed for indoor use and needs engineering refinement for city‑scale application. She suggested exploring stronger, scalable disinfectants such as hydrogen peroxide or ozone, adding targeted sidewalk cleaning (which avoids moving parked cars), and considering canal‑based disinfection approaches (for example, nanobubbles plus an oxidizing agent), all of which would require regulatory review.
Separately, CHA Consulting inspected Pump Station 23 and related sanitary infrastructure after an October 2025 force‑main failure near Biscayne Beach Elementary. Nelson Pisakome summarized that the pump station wet well was lined and that no observable pathways for sanitary sewer contamination into the canal were found during the inspection; the consultant recommended continued mechanical and corrosion‑control maintenance and replacement of a vulnerable force main via horizontal directional drilling (construction scheduled through June with restoration into August).
Commissioners asked staff to package scientific recommendations into a seasonal sanitation plan and return with operational targets, funding options and regulatory assessments for potential disinfectant use. Staff noted design and permitting efforts for canal nanobubble treatment were underway and that larger capital pre‑treatment projects (Northshore D) would require roughly $140 million for initial phases and are not yet fully funded.
Why it matters: Park View Canal has been closed for recreational access since 2019 following repeated water‑quality exceedances. The committee heard that surface cleaning yields measurable improvements but that addressing the watershed and investing in both surface and engineered pre‑treatment systems will be necessary to meet strict health targets.
What’s next: Staff were asked to return with an operationalized sanitation plan (frequency/areas for sweeping and sidewalk cleaning), the regulatory pathway for chemical or canal‑based disinfection pilots, and funding options for larger pre‑treatment infrastructure projects.
