Council reads mayor's communications, introduces multiple ordinances and schedules hearings on green stormwater infrastructure

Following the communications, a long series of bills and privileged resolutions were introduced by multiple council members covering zoning map changes, amendments to the parking tax definition, transit-oriented development overlay revisions, procedural changes to bonus entitlements, authorizations to use Section 108 loan guarantees, rules for ebike delivery licensing, and new registration rules for third-party food delivery services (aimed at delivery worker identification and reporting). Most titles were referred to the appropriate committee for review.
Separately, Council Member Jamie Gautier introduced and the chamber adopted a privileged resolution to authorize the Committee on the Environment to hold hearings on the implementation and progress of vegetated green stormwater infrastructure (GSI) as part of the city's Green City, Clean Waters program. Supporters in the public comment period and later in the chamber argued GSI reduces combined sewer overflows, cools neighborhoods and delivers co-benefits such as improved green space and public health.
What this means: several finance, lease and zoning measures are now formally before council committees; the GSI resolution authorizes hearings that could generate further policy recommendations, budget asks, or program changes.
Next steps: referred bills will be heard in committee; the Committee on the Environment will schedule hearings to examine GSI implementation and expansion opportunities.
