Crook County approves mental‑health proclamation, public‑service recognition and several community funding items

Katie Plum, identified as Crook County health and human services director, read a proclamation declaring May 2026 Mental Health Awareness Month and highlighted local behavioral‑health providers and peer‑support offerings. Devon Nelson Harmon of NAMI Central Oregon described new peer‑support and family groups meeting locally. After staff and a commissioner noted state reductions in regional mental‑health funding — a speaker characterized that reduction as about 17% — the board adopted the proclamation by voice vote.
The board also approved a proclamation recognizing May 3–9 as Public Service Recognition Week, thanking county employees and highlighting departments including roads, public health, building and fairgrounds staff.
Other community items passed by motion and voice vote included reappointing Sarah Beer to the Flat Rock Road District board; approving a $5,000 contribution to the Central Oregon Youth Conservation Corps; and waiving roughly $7,000 in fairgrounds rental fees for a 12‑day holiday partnership program that distributes gifts, food vouchers and vouchers for hundreds of families each year. Finance Director Christina Herren also presented and the board approved Order/Resolution 2026‑16 to review and reauthorize certain county reserve funds under ORS 294.346.
What happens next: recipients of the funding and the nonprofit partners will be informed and staff will implement the fee waiver; reserve reauthorizations will be reflected in county accounting and reporting.
