Chino Valley approves $77,448 payment to Y Plan but conditions future participation on updates and IGA review

The Chino Valley Town Council approved a one-time transfer and payment to Y Plan (the regional metropolitan planning organization serving Yavapai County) at its May 12 meeting, but attached conditions that seek greater transparency and renegotiation of the intergovernmental agreement funding formula.
After a brief executive session for legal advice, the council voted by roll call to move $77,448 from general fund contingency to the Y Plan account and to approve FY2025-26 funding allocation in the amount of approximately $77,447.35. Staff said Y Plan returns planning and scoping value to member jurisdictions and cited past projects and upcoming program elements the town may use, including design scoping that supported local road design work.
Council members pressed for better evidence of tangible returns. The mayor and council made the payment conditional on two explicit expectations: that the town receive at least biannual progress updates from Y Plan showing deliverables and that the town manager engage Y Plan and its member agencies to explore alternatives to the existing IGA funding formula and update the IGA structure.
Staff noted the FY2026-27 draft assessment request from Y Plan would be about $111,590 and that inclusion for that year will be part of the towns tentative budget conversation; the May 12 action covered only the FY2025-26 obligation currently due. The roll call vote was unanimous: Council members Stinkawix, Switzer, Holt, Phillips, McCaffry and Mayor Armstrong voted yes.
The councils conditions create a follow-up path: the town manager will pursue IGA updates and the council will expect periodic tangible reports from Y Plan before approving larger future assessments.
