Deputy director Rob Peters summarized the ad hoc recommendations: set a 9:00 a.m. meeting start time, clarify special‑meeting procedures and agenda processes, and require board approval before staff resources are used to support commission‑initiated actions. Several supervisors raised questions about a county‑code provision (section 130.63.020) that allows the planning commission to initiate resolutions of intention for zoning or text amendments. County counsel confirmed that county code currently allows commission initiation but said the board may direct staff to recommend code changes if it prefers.
Supervisor Parliament and others asked staff to return with options — either leaving the code as written but clarifying processes or proposing code changes to centralize initiation authority in the board. The board voted 5‑0 to approve the bylaws and asked the ad hoc to draft recommended changes concerning commission initiation authority and to work with planning staff on a commissioner vetting process before any codified changes are proposed.
