Oxnard committee approves routine public‑works contracts, totaling millions in short‑term commitments

The Oxnard City Public Works and Transportation Committee on May 12, 2026, recommended that the City Council approve five routine public‑works agreements covering electrical maintenance, custodial services, driver training and refuse‑vehicle rentals.
Most items were approved on unanimous roll‑call votes (3–0). The agreements include an addendum with Southern California Edison to renew electrical maintenance service for the wastewater headworks facility with a one‑time payment of $62,246 and a recurring monthly maintenance charge of $74,741; a custodial contract with CCS Facility Services for utilities operations not to exceed $738,000 for the first year; a separate custodial agreement for the main library with Executive Facility Services not to exceed $675,000 for the initial year; a $385,000 agreement for commercial‑driver license (CDL) training for city staff; and a refuse‑vehicle rental contract with Hacker Equipment Company with an annual amount of $2,800,800 (total not to exceed $8,400,000 with extensions).
The custodial contracts drew brief questions about procurement and scope. Vice Chair Theran asked why library custodial services had been separated from the original inclusive solicitation; Luis Ortega of the Public Works wastewater division said the city rejected initial bids and resolicited because library bids were insufficient and the library scope required different materials and equipment. "We essentially rejected the bids and resolicited this item so that the utility locations and the library could be serviced per the specifications of the scope," Ortega said.
Assistant Public Works Director Steve Howlet summarized the library scope and service schedule, noting morning custodial coverage for when customers are present and more thorough evening cleaning after closing. Committee members asked whether contractors would respond during operating hours to urgent issues in restrooms; Howlet said daytime custodial staff and city staff would address incidents that require immediate attention.
All five items were moved and seconded during the meeting and passed on roll call with Vice Chair Theran, Committee member Basua and Chair MacArthur recorded as voting yes on each item.
The measures will proceed to the full City Council for final authorization and mayoral execution as recommended.
