Plan Commission forwards Instant Oil Change conditional-use permit for 895 S. Military Ave. to council

The Green Bay Plan Commission on May 11 voted to forward a conditional-use permit request for an Instant Oil Change facility at 895 South Military Avenue to the Common Council for final action.
City staff presented the application, submitted by Brian Wellert on behalf of Valvoline Instant Oil Change, and said the unit sits in a C-3 community-centered commercial zoning district with a regional commercial future land-use designation. Staff described the draft site plan, exterior design and said the proposed services—quick oil changes and minor motor-vehicle repairs—are consistent with the zoning and surrounding uses.
The chair opened the public hearing and no one came forward to speak. Staff recommended approval subject to standard conditions, including that the final site plan be approved by the Community and Economic Development Department and that the applicant comply with all applicable provisions of the Green Bay Municipal Code.
Vice Chair Jacob Miller moved to approve the request as recommended; Commissioner Ken Rabinsky seconded the motion. With Chair Lisa Hamson, Vice Chair Miller, Alder Jim Hutchinson, Commissioner Ken Rabinsky and Commissioner Emma Fulder present, the commission voted to forward the item to the Common Council for its May 19 meeting.
The council will have the final decision on the conditional-use permit; the plan commission's action was to recommend approval with the staff-recommended conditions.
